Phillips County is in northeastern Colorado with Nebraska to the east.
Phillips County was named in honor of R. O. Phillips who, as secretary of the Lincoln Land Company (a subsidiary of the Chicago, Burlington & Quincy Railroad), organized several towns in Colorado. Phillips County contains 688 square miles of land and almost no surface water. The county seat is Holyoke.
