Mills is a suburb of Casper on its west side, beyond the banks of the North Platte River. The town sprang up to house the folks building the Midwest Refining Company Refinery across the North Platte River to the east. The first folks arrived in 1919 and the town was incorporated in 1921 with about 1,000 residents. The town was built on a section of land owned by the Mills Construction Company, hence the name. The land was surveyed in three different plats, all originally part of Casper but none were ever incorporated into Casper. It wasn't until 1985 that the town became a Certified Local Government and began to rein in on the construction that was happening everywhere as folks built whatever they needed out of what they had...
