Scenic Byways in Montana

With all the beautiful countryside and roadways in Montana, I don't know how they were able to narrow things down and chose only certain routes to be Scenic Byways, Highways and Back Country Byways. And I'm a bit surprised that they only chose a few of the many available - but when I took the time to examine the issue a bit more deeply I discovered that all the various byways in Montana were designated by the Bureau of Land Management or the National Forest Service first.
